California to phase out linear fluorescent lamps starting in 2024

Recently, according to foreign media reports, California passed the AB-2208 bill. Starting in 2024, California will phase out compact fluorescent lamps (CFL) and linear fluorescent lamps (LFL).

The bill stipulates that on or after January 1, 2024, screw-type (Screw base) or bayonet-type (Bayonet base) compact fluorescent lamps will not be provided or final sales as new manufacturing products; on or after January 1, 2025, Pin base compact fluorescent lamps, linear fluorescent lamps will not be offered, or final sale as new manufacture. The following lamps are exempt from the Act:

1. Lamps for image capture and projection
2. Lamps with a higher proportion of UV light emission
3. Lamps for medical or veterinary diagnosis or treatment, or lamps for medical devices
4. Lamps used in the manufacture or quality control of pharmaceutical products
5. Lamps for Spectroscopy and Optical Applications

Foreign media pointed out that in the past, although fluorescent lamps contained mercury that was harmful to the environment, they were allowed to be used and even promoted because they were the most energy-efficient lighting technology at that time. In the past 10 years, LED lighting has gradually become popular, because its power consumption is only half that of fluorescent lamps, and it is a lighting alternative with high luminous efficiency and low cost. The AB2208 bill is an important climate protection measure that will significantly save electricity and carbon dioxide emissions. Reduce the use of fluorescent lamps and accelerate the popularization of LED lighting.

It is reported that Vermont previously voted to phase out compact fluorescent lamps and 4-foot linear fluorescent lamps in 2023 and 2024, respectively. After the passage of the AB-2208 bill, California became the second US state to pass a fluorescent lamp ban. Compared with Vermont's regulations, the California bill also includes 8-foot linear fluorescent lamps as phase-out products.

According to foreign media observations, more and more countries around the world have begun to pay attention to LED lighting technology and phase out the use of mercury-containing fluorescent lamps. Last December, the European Union announced that it would basically ban the sale of all mercury-containing fluorescent lamps by September 2023. In addition, as of March this year, a total of 137 local governments have voted through the "Minamata Convention on Mercury" and decided to phase out compact fluorescent lamps by 2025.
